Looks like 4 days and about 20 restarts later my computer has broken the loop and is now offering to get started on windows 10 update rather than asking me to restart. I think the difference was that i got so fed up with it that i left it on for a couple of days without doing any restarts and the time to sit and think let it break the loop.
